Why in the world are people still not locking their doors or windows?

I dont know U.S.A. isnt the same anymore, I went to Germany over the summer and stayed with some family, it was a small village and everyone knew eachother, they left there doors wide open windows wide open, I was really shocked, but apparently thats normal.
