How can I buy Domain Name? Most websites 'rent' or 'lease' out domain names for 1-5 years.?

As far as I understand it. That's not the way domain names work. You can't 'own' a name permanently. But in terms of domain names you effectively own it if you are renting/leasing from a domain registrar.
