Is my teacher being weird, or am I just paranoid?

So, I'm a freshman in high school, and I have a teacher who, to me, is a little odd. He's my art teacher, 20s, and fairly attractive. I know the line between being friendly and being suggestive is a blurred one, but I've felt very uncomfortable around him at times. For instance, once I was painting and he came up to me and started rubbing my shoulders and saying, "You feel so tense." Another time I was sharpening my pencil and he whispered in my ear and told me he "loved" the jeans I was wearing that day. He winks at me often and I feel very uncomfortable. Should I tell the principal or guidance counselor, or is this paranoia?
